You pay a price for that like you would for any other service - but you should not be getting negative equity (paying way above market) just for the privilege of giving someone your money. 

The property was fully leased when I purchased it, and the previous owner had allowed the tenants to store personal belongings in the storage area.There are two issues that have cropped up, and I need some advice.One of the tenants has abused her storage privileges from day 1 by keeping piles and stacks of belongings strewn all over the floor.

Good, bad or indifferent I would never give any tenant the privilege of a term lease

The privilege of RE relative to any other vehicle is CONTROL - you've released it to them.
