When we do non-structural rehabs, we often just map out the space(s) in a cheap room planner application, then overlay the description of the work being done.Obviously if you need engineering stamps or if your permit office requires detailed electrical or plumbing drawings, that's something you can't do yourself.

Does anyone recommend any tax planners that invest in real estate in the San Antonio area?

The city planner then was able to direct me towards the specific departments to contact and pass along further questions. 

In my experience, the only way to truly "decode" is to talk to a planner. 

I would try asking the following people in your area for an accountant recommendation: Realtor, financial planner, local landlord, chamber of commerce.
