So I received my weekly mail this morning through that convenient slot in my door and curiosity made me go pick up that envelope and in that formal letterhead I saw the utilities' company's name in bold letters.  

Most RM's are in default due to a "maturity event" which is industry term for dead borrower, balloon now due.The point is to look for the triggers or evidence of a problem.

I also recommend getting a signed letter (estoppel)from the tenants stating what they are paying.

My Plan: I was thinking about sending a letter to them first to see if they would like to sell the property.

I thought about mailing a letter directly to the address but am not sure if it will reach the owner.

Is the proof of funds letter from, say, dohardmoney.com enough to hand to a realtor for them to start helping me find properties and put in offers?

@Jamie Montpellier You should buy in a B or C neighborhood that is on its way to the next higher letter.

Send him a letter putting him in default, threaten to contract out the work to someone else by a certain date, and let him know the extra amount you will be suing him for.
