The one time the bank did not pay them, I got a letter saying they were late....since then I pay them myself and I made the bank write the city and say they messed up and pay me the late fees...and the bank did.

Get an air conditioning contractor/plumber to look at the unit in the afternoon.

-Late fees from the city for late payment for utilities (PM collects and pays the actual bill)-Several evictions from tenants they placed.
