Mark,Your best bet would be to look for a private lender, I'm not aware of any institutional lenders offering non-recourse financing to retirement accounts outside of the US.

As long as you’re positing your tow away and have the correct wording and stickers and contact info you can tow whoever you want as long as it’s on private property. 

Have you heard of a self-directed IRA (or Roth IRA) these accounts follow all the rules of normal IRA's and Roth IRA's, but they allow you to invest in alternative assets such as real estate, notes, mortgages, private placements and even precious metals. 

One neighbor recently bought a barn type building that I bet he spent >$90k on rehab/septic/landscaping then another $35k for foreshore reclamation.  

Courts would rater see private landlords go bankrupt first.
