that's why your tenant has car insurance,, they should call police and issue a complaint,, none of your concern just pass the info on to them.

By doing that the city makes money fining you for the violations that they would fix, police the property more to add to violations while its being rehabbed, and knows that you better do it by the permit book.

Just ONE street over (the end of the block) starts a whole new area where crime is still an issue, police walk the streets 24/7, the homeless are seen sleeping at every corner, etc.
