Couple things to think about with regards to spreading people out from city centers:Even if the 2 hour commute is tolerable/desirable etc, there is still fuel/electricity that has to be spent during that ride.

I'm currently reading a couple commercial real estate books (one of which is a textbook) where the author speaks of some of their own experiences (for example, incorrectly verifying all owners of a MF he was trying to purchase thus being unable to sue for breach of contract when they backed out).

I have never had a problem with people abusing this.I also have over 50 5 star reviews on Homeaway because renters don't have to want for any basic supplies.Did someone give you a less than stellar review due to them being short a couple rolls of TP?
