But the problem is the owner wanted $72k at that time, however value of duplex units on my street have been stagnant or depreciated over the years (according to county assessor info) and have sold for $50-62k in recent years.

Taking the sewer from the street to the lot will cost, but with vacant land you can do whatever you want.One of the places I bought needed about $30K of work (outside of a new heat pump and septic that was done before closing).
