Fortunately, my parents live near by and we were able to stay with them for the 6 months that we were under construction.

If you’re fortunate enough to have a lease set up so that the tenant does all the repairs, it gives you a lot more freedom.

Yet, when i spoke to the city planner and a drainage engineer they said it would cost me an absolute fortune to redesign the drainage plan and then i would have to get it approved through the HOA and the city. 

Fortunately we are not in this situation, but what are the landlords responsibilities to their tenant in the event of a fire, flood, or earthquake?

That has been going well for three years, one remnant that will stay for years to come, very fortunate there.
