Once you narrow down 1-3 I think you should definitely fly or drive out to meet your PM, Leasing Agent, Repair/Contractor or whoever will be a part of your team.

Another option I considered is driving to Buffalo, NY to meet a US notary there, but I spoke with US-Customs+Border Patrol and they assured me that I will be denied entry because it's not essential travel.The only option I can think of is to fly into the closest US airport, but that seems like overkill.

For me in central FL I am finding more deals than I have the resources to buy

Buy a new AC unit in Ohio and then fly it first class to AZ, still be cheaper : )  At those estimates I would repair.
