Typically you need 30 days or more notice to the Tenants before implementing/enforcing new or updated rules (check local LL/Tenant laws).

Or said another way, if implementing what took 14 hours in SD takes 130 hours in CD would you expect to pay them more for that?

He stated that is it will be awhile before they stop cleaners from using the convenience centers as they haven't even started building the facility where they will require cleaners to go (This means no way that it will be fully implemented on August 1st).
