(E) The tenant had a written lease that terminated on or after January 1, 2020, and after a written request or demand from the owner, the tenant has refused to execute a written extension or renewal of the lease for an additional term of similar duration with similar provisions, provided that those terms do not violate this section or any other provision of law.It seems like I can sign a new lease with them to add in the owner move in termination clause.

Please correct me if I am wrong, but I am amazed that contract law does not apply here and that the executive division and not the legislative division is the one who will be making sure that this is enforced.

If the building is within a mile or 2 of one of the universities or the Lake,  I'd keep the studios and attract students and/or folks who want to be near the lake, but in Grand Crossing or Park Manor I'd execute a different plan.

Technically you have options like small claim court, etc but in reality after you run the numbers for the cost, time, effort associated with executing those options you will see that it isn’t worth it and keeping their deposit is all that makes sense in this situation.
