Overall you will want to focus on the metro areas...Indiana has Indianapolis...Columbus has Cincinnati, Columbus, and Cleveland with a host of secondary markets like Dayton, Toledo, and Akron.Overall, the metrics are not on the same level for policies, financial strength (reserves and bond ratings), job and population growth, business climate, quality of life, etc.
