I was actually thinking about purchasing a lot that is zone R2 or R3 then purchasing a manufactured Multifamily home to put on the lot.

Or just start with a Manufactured Home or Trailer if you don't have enough Down for a House.

I'd consider fix and flipping (and developing or building houses) to be a manufacturing business.
