This is what the new law would impose.I don't know how Air works completely and have read a little on BP about others who are more immersed.Maybe this is to curb RE investors somehow, I don't know....Likely AirBNB will fight this....

Those that own or become AirBnB entrepreneurs have no incentive to fix this problem.However, because there are a LARGE amount of Rent Protected Renters and Market Renters, they can only fight back by using their Voting power.
