I didn't give you a specific place cause I for one don't know all of the stuff above as it applies to Spokane or any other place. 

I've been looking to get into rentals for a long time now, and am finally at a spot where I can.My only concern right now is how fast houses sell and how much over market value they sell for.

I am so frustrated that the city isn't concerned at all about the septic system being outdated and don't want to find myself pushing the city so much that they push me to pay the $14,000 for the new line.

How concerned should i be that I can fix my drain but still have an issue if the other person doesn't fix it?

But if there was a going concern business that you wanted to purchase that consisted of both land/building and other assets you could 1031 your investment real estate into the land/building allocation for that business.

Also a broken pipe in the back caused a huge amount of water usage and both those things brought the bill up.
