They have pulled electrical and plumbing permits for the bathroom, but are saying that a building permit is not needed since the two spaces are already framed and existing.I tend to disagree, as based on my research the county (Loundoun Co in No VA) wants a building permit whenever a room is finished or drywall goes up. 

A client just texted saying she has a friend who's renting out their investment property in Denver by the room.

When they see the co tract she has signed and the actual notices she has received, then they can properly guide her.

Normally how this would play out is that you would be buying the house and your aunt/uncle would co-sign for you and then gift you the $ you need.
