permit for finishing rough-in / recording space by county

Hello,

Overview:

I have a rough-in bathroom on my above grade lower level, which is framed up. There is also a framed space for a small room.

I have hired a contractor to finish both spaces. They have pulled electrical and plumbing permits for the bathroom, but are saying that a building permit is not needed since the two spaces are already framed and existing.

I tend to disagree, as based on my research the county (Loundoun Co in No VA) wants a building permit whenever a room is finished or drywall goes up.

Question:

I am looking for some guidance if I should need a building permit?

In addition, my goal is to have both bathroom and bedrooms recorded by the county, so that if I ever sell, I can legally advertise the extra bedroom and bath. Am I correct in assuming that the process to get the county record the additional rooms is based on a building permit? In other words, I could not list the rooms in the county record simply with the electrical and plumbing permits, correct?

I would really appreciate your feedback!
