I am feeling like I am grasping at straws and just going through the motions.

I did a room addition in CA and the building and planning department called out retrofitting the original house for earthquake and also installing hard wire smoke and carbon monoxide detectors throughout the house. 

Basics of what we do:Electrical Check: Breakers, spot check outlets, check GFCI outlets, turn on/off lights, check smoke/CO detector. 

Ive also seen some motion sensors that just blast a really loud siren when sensing motion and if I tell the neighbors to call the police if they hear it, that can cause a distraction enough to make people leave? 

They could have an exception for emergencies like the monoxide detectors are not installed or if they are and monoxide is leaking into the house from a cracked heat exchanger or non functional flue liner leading to an emergency safety situation and you were unavailable and didn't respond. 

I’m currently going through the motions with RPM gateway but I think it’s more of the guy who runs it rather than RPM itself.

We are still waiting on this so we got a second lawyer to going to Bankruptcy Court and requested a Motion to Lift the Automatic Stay.Its all just sitting out there and costing money each month. 

Pull the BK docket (PACER) and determine if there was a motion to strip the lien filed and granted.

The good smoke detectors are expensive.
