You've done good so far. stand your ground and let him know where he can go to pickup the certified letter, then let him know the matter is closed and please dont contact you anymore. if he continues contacting you after that, let him know you will pursue harassment charges.

On the other hand, the tenant upstair feels like they are being harassed with the constant complaints towards them, every time they shower they hear the toilet flush which makes their shower scolding hot.
