Collection agency during moritorium

During the eviction moritorium we can’t harass the tenant.  However, I heard some landlords are submitting the non paid rent amounts to collection agencies. The advantage is we know the address of the tenant and after he is evicted you would not know where he is. 
Is this legit or would this be harassing the deadbeat tenant?
