I think this is proven that even in ponzi criminal case, if asset has good valuation and the law is being done properly, we will get our money back as investor.

I understand a tenant who might be short rent, but to not pay anything should be criminal.  

You are not liable if you unknowingly rent to a criminal.

You want to set your criteria based on things like "no criminal history", "credit score above X".  

When it comes to renters I am more concerned with employment history, criminal records and evictions.  

I can't find anyone that will pass the screening (too many criminals and evictees).
