I agree with @Wayne Brooks and @Marian Smith but meanwhile I would contact the HOA because they must have a noise ordinance in place when you are dealing with a condo.

I need to talk to some northern Colorado contractors to get ideas on cost to build per sq ft. for standard homes with basic finish from the ground up.
