Some lost hundreds of thousands (not an exaggeration) before hiring me. 

My only comment is that I can buy good 4 bed 2 bath homes in those areas and get them rent ready for under a hundred K.

But if you can walk into a local office you are probably at least one step ahead of where you are now.I can see paying a minor fee up front - (maybe a few hundred dollars) - but most lenders charge points against your loan amount (ie.

I focused on the three things people see when first walking in to a home (in my opinoin) and that is -Flooring -Kitchen-Exterior paintI Installed new flooring and paint the cabinets with new hardware.

Putting that aside, an extra meter would costs a few hundred to install, but it would cost him MORE even if it was done.

If they pay the fine great if not its a few hundred dollars and not a big deal.  

Or do a full refinish yourself with rented home depot equipment for a few hundred more.

I was told Landlords were going to go bankrupt in-mass, that hundreds of thousands if not millions would be done in by loss of rent revenues, and it would be a fire-sale of properties at pennies on the dollar.......

Windows you should be able to do for a couple hundred each (although that requires more technical know how) If you figured out how to replace a window, the credit or savings you calculate from the top of my reply would pay for correcting every single item on that inspection report that you actually need to do.
