I would prioritize finding an accountant who specializes in real estate taxation over one that is local.There are 20+ accountants on this message board who specialize in real estate taxation.

My theory is that these major retail stores do not see enough economic profit to invest in placing a store front, leaving the market to be captured by smaller players.

There are legal ways to wholesale, but unless you are already a massive player in the local RE market, then it is highly unlikely that you can actually wholesale a property without breaking 1 or more laws.
