We would like to update those, but we also have three bedrooms with carpet and the previous renter had a huge dog, so do we do a low grade cleanup (paint/new faucet and lights) in kitchen and bath and focus funds on putting in LVP throughout first?

If you go into c grade neighborhoods or higher in the city you should be able to find tenants that will pay it if you screen thoroughly.

Even brand new homes when you figure out later that the yard wasn't graded properly and you get water in the house every time you get a strong rain storm.
