If you see 0% vacancy rate, it may be an indication that the rents are too low, or have not been raised in awhile, and the tenants realize that and therefore don't move. 

I have a buddy who sold it all here in the states and moved there.

Is it as easy as getting a P.O. box, using that address and forwarding mail back home?

I just did a total rehab on a house we were moving to .

I love it in San Diego, have family there and plan to move there at some point in next 10 years or so either way.
