I would find a property in South Vegas or Henderson (above your 225K range) , Near Nellis bases is the best area in Vegas for cash-flowing properties in your price range , BUT if you are ok with the area and can find army buddies to rent to.

My husband and I are looking for to buy our first property, and we are looking for a multifamily in South Pasadena, CA.

There are a number of private utilities that are actively pursuing the purchase of private water & waste water utility assets :  Corix or South West Water Company are regional utilities in the US and Canada.

Drove by this house in the south mountain area today and saw a for sale by owner sign and  decided to shoot my shot(for the first time).

And a bunch of lower income scattered through central and East Lubbock   I have some friends that buy in south lubbock   

Plus, there's some good downtown development going on especially on the south and west sides of downtown.
