We were able to permit an already existing bathroom and "bedroom" into a legit bathroom/bedroom that moved the house from a 2/1 to a 3/2.

I recently bought a small portfolio of properties and fixed one of the places up but didn't put all new flooring in - I put new luxury vinyl flooring in the bathroom and kitchen because the previous flooring was damaged. 

He calls the seller and explains that the buyer is already financially approved and the offer is essentially equivalent to a cash offer with an appraisal.

Essentially meaning that any time of work you put in, be it in lead generation, submitting offers, etc, you won't see the fruits of those labors until about 90 days out.
