Especially for this website, there is a lot of material and I am trying to read as much as possible.

But the end goal is basically to be as sustainable and eco friendly as possible, both in the building of the building and the materials its built from and the life span of the building.

If this is a re-sale, you should have conducted an inspection, and that inspector, should have caught the defective plumbing material and brought it to your attention to make the necessary steps to have this issue remedied, compensated or allow you to exercise the ability to walk away. 

@Francis Rusnak:  Vegas is going to be a tough market unless you're willing to rehab.  

This can make using VA to buy a MFR tough. 

Building materials, year built, codes, zoning or regulations?

I'm sure the competition in a place like LA could be tough, so maybe meet some other local wholesalers here and team up?

There are tons of great materials for beginning Wholesalers here on BP. 

I've been told that using the MLS to try to get houses at a discount is tough becuase many good deals won't be on MLS at all or for very long.

That is the anonymity of the interweb.Additionally on this forum you are dealing with a lot of people that have developed leather tough skin from repeatedly having to deal with a hole tenants.
