It's definately relevent as far as the land use and who you would want to market it to based on what can be built on the property. 

Long-winded question, I know ... would love to hear your thoughts :)If market maturity is defined by tourist saturation, I do not believe there is any correlation between that and the profitability of a vacation rental.

Generally speaking there are 2 main types of loans for investors: “Conventional” and “Portfolio”Conventional - I'll define these as loans that come from Fannie Mae and Freddie Mac (if you recognize those names).

Do not ignore initial cash flow, but recognize its limits and that by itself it does not define a successful RE purchase.  

It goes without saying that often times it will be best if the properties are accessible to you reasonably (you'll have to define that.)Once you find the market, get out there and make some friends and get a feel for what you want to do.
