When it comes to wholesaling, can someone define 'Marketing'

I see many posts saying you cant market a property unless you are a licensed agent or own the property. Can someone define what that means? Im sure it varies state by state, but generally speaking. For example, if you have a property under contract that you are trying to wholesale, can you post about the property on forums such as bigger pockets, or would that be considered marketing? Can you call real estate agents asking if they have any buyers who would be interested in the property? How would sending it to your buyer's list not be considered marketing? I cant seem to find a clear explanation of how you can and cannot market a property you are trying to wholesale.
