This seems like a likely foundation problem but even if the foundation were repaired could the house, maybe through proper bracing be made reasonably plumb?

Here in my market people don't pull permits for simple cosmetic changes.Permits here are typically for plumbing, electrical, roof, AC, windows, etc.

Ideally you would sub out electrical and plumbing repairs that require a permit because you aren't usually allowed to pull these permits and they will hopefully work quicker than you.
