With it being your first one it's best to stick to a cosmetic update (flooring, paint, cabinets, countertops, light fixtures).

For example, write that it will be rehabbed with all new flooring, fixtures, cabinets, etc.

Other notes: cabinets - white, counters- charcoal.I do not like gray, I know everyone says gray, but it's far too depressing and unimaginative for my taste, no offense intended. 

I could envision something even better where I would have multiple locked file cabinets where each tenant has one assigned where he could store his official company books.

Hello all, I am working on replacing all kitchen cabinets for selling my rental property in CA.

This is not replacing cabinets, flooring, etc.

I refinished hardwood floors, added washer/dryer hook ups, I supply washer and dryer for my units, replaced cabinets/counter tops, new toilets, bathroom vanity, and add a dishwasher.I try to do the less specialized work my self to save costs, such as replacing the toilet and appliances, remove any junk, and clean.

Hello, the rehab is complete minus a kitchen replacement of cabinets and appliances (with used items).

With in those documents are descriptions of the unit which should indicate where the associations ownership ends and yours begins (ie. sheetrocking, fixtures, cabinets,  etc.,,). 

Also, it is typical for HOA coverage to only cover AS BUILT, with no additional coverage for the higher cost of updated flooring, cabinets, fixtures, etc.
