Section 8 is a Federal program, but it is administered LOCALLY.I would call the city your house is in and talk to some of the caseworkers there.

Always consider your market and also take into consideration the way your local Housing Authority administers the Section 8 program.

At this point in your life a vanilla IRA is all you need, since most Self Direct IRAs have fees to administer them, which will eat up your $5k.
