What happens if the gov sends me a check for part of the rent and then she does not pay the rest on time?

Everything was replaced in the house with exception of the things that were new about 5 years ago including A/C, Plumbing, Electrical Service, and roof...

Does anyone know of a service that I could pay for that would have this information or if I can do it myself?

HUD's field service manager informed me that they will not permit water to be turned on for an inspection and appraisal.
