Unfortunately, consultants and experts cost money, and many Boards avoid using them to "save" money...again actually costing all of the Homeowners when results are not as planned.There also free resources, usually at the State level with the Real Estate Branch of the government; there are also local and national groups that focus on HOA's exclusively...the Community Association Institute is a great resource with Chapters in states.
