Befriend some active investors in your market and get to know them well....most of us get deals across our desks that we will never do and are happy to farm them out to friends.You might also consider putting money into a crowdfunding site where you can get a decent return and exposure to deals in other markets.

It may be spelled out more simply in the RE statutes, but in the lead laws it says that if the state believes there's a "lead exposure hazard" for a child they can open an investigation that includes "issuing orders requiring the reduction of lead exposure hazards".
