I search the tax assessor website and found taxes owe on property that I was interned it.If I choose to make an offer I should subtract the balance owe right?

I think the first step is choosing a market and then reaching out to realtors, mortgage brokers, property managers, contractors, lawyers, banks, etc. in the area.

If they so choose, they'll continue to hold the note to collect your payments, no longer paying capital gains taxes at all. 

However choosing to sell because the asset you have purchased is performing better than expected....that I dont think is a good reason to sell.

Does anyone know of a checklist of coverages that we should confirm prior to choosing a policy? 

Ask what made him choose to sell.

More importantly I have licensed and reputable lenders that work with out of state investors to lend them monies to help them acquire investment properties.
