Learning about a property on the market

I search the tax assessor website and found taxes owe on property that I was interned it.If I choose to make an offer I should subtract the balance owe right?

And what are some other tips on how to find info on a property, I had an agent tell me he learned that tenants are in the property. What should I do next?
