The catch is that BECAUSE these parcels don't have legal access to a road, etc., the landowners are often willing to let them go for next-to-nothing.As such, would their be a way to wholesale this deal - to make sure I have a signed contract with the end-buyer before I actually close on the parcel from the current owner?

I do remember that they put an access code at the main entrances and once you entered... you walked down old hallways that still looked like an old school hallway with the condo entrance doors to the left and right.

Problem is, most retail buyers are not cash buyers, so they'll be looking to get a mortgage, which means you'd have to explain to the seller about the end buyer who's not buying all cash (since they'd have to wait to get pre-approved, and most retail buyers drag their feet on getting pre-approved; not to mention potential retail buyer(s) wanting access to see the inside).

If you want to be sure of the accuracy of a flood map and the location of a particular house you might try having a structural engineer look up the location for you they always seem to have access to the most accurate information as they have to design any building to be structurally sound on any location or tell you if its not feasible and just move on to another property.
