I will be out there in June and want to do some scouting!

I'll be visiting family for a week in July and plan to do additional scouting of neighborhoods at that time. 

It's closer and will be easier for you to scout out the homes, and keep an eye on the rehab/improvements while the contractors are working.I cannot stress enough to always, Always, ALWAYS run your own numbers.

Before that I did an internship for a small development company, focusing on community outreach/tenant scouting for two mixed use properties-- one in Redlands and one in Riverside. 

You should be scouting deals daily and that will provide you the necessary feedback.  

I'm sure I can help you on the investing side in some capacity like scouting properties or running numbers for you to help you save time or maybe just finding that lender for you so you can get pre approved.

How exactly would this type of violation be discovered, since I doubt there is a roving dark van scouting these properties, and if caught, what are the penalites?
