As Patrick mentioned, I would be careful to be competing with the new builds and stick to more affordable price points or places with a large yard or no HOA that will appeal to a different group of people than the new builds will.

NO kidding way over thought and over kill.. a landlord with proper insurance and takes care of their property ( not a slum lord) has extremely low liability issues.. disputes with tenants is generally over deposits and when you go to evict them..

There's also no correlation between deeds and permitting and if you feel the assessment is too high you can always appeal the tax assessment.
