You need to establish his motivation to sell, if you can't identify a good reason for him to do an installment contract, that can be a red flag as to him being a wash, rinse and repeat type. :)

If that part of the house is in such bad shape i bet it needs new furnace water heater, definitely new paint, pressure wash the siding, New windows, doors, hardware refinish the floors assuming the hard wood is in good condition.
