Should I hire a private investigator?

A property came up in my area and as I investigated the lot, I found out the seller only wants cash.

Also, investigate any addition criteria the federal program may or may not add to existing landlord tenant law.

Any good off market deal left to be had without you being able to pay all cash is going to take investigative work (finding distressed homes, driving for dollars, tax issues, Probate etc). 

HOA investigated, found leak is from the unit above us, not our unit.

Also investigate buying properties under market value, holding them for 6 months and refinancing them to pull out capital.

I would have these fixed prior to selling just to avoid further questioning or investigation into the problem.
