Where I am, water is tied to the property (ie the owner pays for it if the tenant bails), electricity follows the tenant to their next place.

I went inside and low and behold it had been originally built as a duplex and had already been wired with 2 electrical sub meters, but at the time it was built the city zoned it as a SFH.
