I asked why you did not make an offer (thus allowing someone to put it under contract) and you go on to explain to me again about permits and work required to make the property how you want or need it to be.

And he explained that he had tried to sell 2 years ago, but the buyers never finished the paperwork, moved into the home, and ghosted him.
