if a offer has been made been but isn't finalized.

this investment property that I was doing research on and even been in contact with the city where its located about possibly adding another bathroom to the home(its inherent flaw in the floor plan) to turn into a investment property someone made a offer on which is problematic because I was already amidst negotiation on the property and pulled the permits from the city where its located to add the additional bathroom on the property, someone tried to swoop in and and make a offer on it according to realtor.com. How would I get the information on who made the offer? This was suppose to be a property where I calculated I would be able to make about 900-1300 in cash flow on the property monthly after paying expenses.

No one “swooped in”, if you didn’t make an acceptable offer and went under contract, then anyone else is able to make an offer.

There isn’t anywhere you can check who made an offer... until it sold.

If this one house/property (unsure if it’s a single family or multi) would have made you $900-1300/month in cash flow, you probably shouldn’t have waited and made your offer/gone under contract ASAP.
