What kind of Real Estate Strategy is this???

I have lived in my house for 6 yrs now in Broward County. The house next door to me has been vacant (and trashed inside) for those whole 6 years. Now, the combined taxes and insurance on the empty house is conservatively $10k a year. Plus water/sewer (about $1000k a year). The house was last sold for $257k in 2014. In 2015, there was a quit claim deed for $100 (does that mean he got the house for $100???) . A house fixed up would sell for an easy $400k today. I don't understand why it isn't fixed up to rent or flip, instead just sitting there? Talking paying out an easy $66k just to sit there with taxes and such in 6 years. 

I just don't understand what the strategy is here.

that was just a title transfer.. does not mean it had clear title.
