I had attempted to refinance with cash out, this was a 1 year endeavor and she sabotaged the process all the way.

As noted above check your electrical transformers, 3 phase, volts, access, metering. 

Unless you find someone who just inherited a big pile of money, most people with money didn't get it by lending it to high risk, low return endeavors. 20% on $60k is not a lot of money - $12,000.

The floorplan was arranged in a way that some non-load bearing walls could easily be removed, some new walls framed, and with about $40k, the house would be transformed from an un-appealing 2/1 that would lose $300/mo as a rental into a very appealing 4/2 that would cashflow about $500/mo (incl. the debt service for the rehab)...

Also, you want to build a good team to help you on this endeavor.   

But for you this may not be the right answer.My reasoning ties into the philosophy of capping the downside aka mitigate risk to put myself in a position where I am able to place large bets in my entrepreneurial endeavors.
